Despite the embargo, which will take congressional action to lift, money is already flowing from the U.S. to Cuba. Remittances have grown at a rapid clip to $2.8 billion in 2013, or nearly 4 percent of Cuba’s GDP. Under slow but positive economic reforms instituted by the Castro regime, that money has helped provide seed funding for the nearly 500,000 microbusinesses officially licensed in Cuba.
